Internet governance and digital transformation, from policy to deployment
I work where technology policy meets implementation. That means writing the policy and also building the system it governs. I have done both, for government agencies, regulators, development partners and civil society in Nepal.
There are three ways I work with organisations.
Policy Consultation
Research, analysis and drafting for technology policy and digital rights. I help institutions understand what a policy will actually do once it meets the ground, and write instruments that survive contact with implementation.

National land information system automating land ownership certificate generation. Live in 380 local governments, holding records for 900,000+ families in landless and unorganised settlements.

Co-founded. Municipal budget transparency and citizen participation, rolled out in seven local governments.

ICT Consultancy
Designing, deploying and running digital systems in the public sector. Government digital projects fail on adoption more often than on code, so I work the whole path: requirements, system design, rollout across jurisdictions, and training the people who have to use it on Monday morning.
