Civic technology and systems

NALCIS, National Land Commission

Government of Nepal, 2021 to 2023. IT Expert and Head of Department.

A national land information system that automates the generation of land ownership certificates. It runs in 380 local governments and holds records for more than 900,000 families living in landless and unorganised settlements, people who in many cases had no documented claim to the land they lived on.

The system was only half the work. More than 2,500 officials across 250 local bodies were trained to operate it in their own jurisdictions, which is what turned a deployment into something that stayed in use.

Open Governance Mobile App

Co-founder, 2017 to 2018.

A civic participation app that put municipal budgets and spending in front of the people funding them. Rolled out across seven local governments, built for citizens who wanted to see where money went without filing a request for it.

Tamankhola Rural Municipality profile and masterplan

buildNepal, 2019 to 2021. Chief Technologist.

A five year municipal masterplan built on real data rather than estimates: a household database with geo-coordinates, thematic GIS maps, and a data management portal the municipality could run itself. Community mobilisers were trained on the collection method so the data could be refreshed without outside help.
